English Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a recent poll of local authorities, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of councils are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and open spaces to support their finances, but they contend they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a significant number of authorities attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Detailed Examples of Planned Disposals

One local authority in southeast England announced its property management strategy featured the sale of a retail complex in a local town and a social club in another town to raise £20m over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Increases and Wider Fiscal Pressures

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise local levies next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority explained it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these take time to achieve both better provisions and financial savings,” said Vince Maple.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

Research of regional authorities this week further found local finances being stretched by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils said that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those reforms was recently delayed.

Deprivation and Funding Gaps

According to the latest deprivation measures (IMD) covering UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest IMD measures,” said the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of England. The data highlights the extent of challenges facing municipal officials across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and demand,” stated a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened care services in the last year, the study revealed.
